The originator is no longer with us.  
The originator go tired of the puzzle.  
The originator has more imortant work to occupy his time.  
The originator has lost interest.  
Any other possibility you choose.  
Email the web site and ask them!

OOPS.  
Just checked the site and it is a fund raiser for a Microsoft charity.  
That should explain it.  
Lack of participation and contributions.

No solution has ever been published and no further clues were posted after 2003. It has, however, generated a tremendous amount of discussion. The [wikipedia article](http://en.wikipedia.org/wiki/States_List_Puzzle) cites three different ongoing discussion groups.
