Over the weekend on the news, I saw a rather large man confronting at least three policemen. He had a small child on his shoulders, who was holding on to his head for dear-life. He was yelling like a mad man, when all of a sudden one of the policemen took the child off his shoulders. He started going wild and then the picture switched to something else. IMHO that man should be charged with endangering a minor. So, yes children should be included, but use a little common sense.
