Of course we could chare the nazgul with [attempted murder](http://boards.straightdope.com/sdmb/showthread.php?threadid=44612). That is, if they were to be tried in a US court of law. Of course, with all this new legislation, it seems any crime you commit anywhere can be tried under a US court of law.
