Unless I am mistaken, the most commonly-used noun form of “censure” is “censure.” ---

AFAIK no state uses either for gubernatorial elections, but in Vermont if no candidate get’s an majority the state _legislature_ picks the winner from the top 2 candidates. ---

IRV was tried here once, and once only, with semi-disastrous results. For one thing, despite an extensive education campaign involving voters’ guides, newspapers, mailings, etc, a significant percentage of voters were still confused about how it was supposed to work. But the worse effect was that a complete loon was elected Assessor-Treasurer. He was one of those perennial candidates — I imagine most places have one — who runs for something in every election, usually on a platform pulled straight out of a tinfoil hat; but everyone knew his name, and enough people put him in as their second or third choice that a statistical quirk caused him to come out on top. His one term was a nightmare for the people in the A/T’s office: anyone suspected of “collusion” with his predecessor was demoted and or/harassed, civil service policies were ignored, people were forbidden to talk with one another where he couldn’t hear them, and so on _ad nauseam_. He also used official time and resources to take legal action against several parties (including the county prosecutor) whom he deemed to be insufficiently zealous in pursuing his predecessor’s perceived misdeeds. He was turned out in the next election — didn’t make it past the primary — but last time I looked the county was still on the hook for a couple million in legal fees and anti-harassment settlements. And since he was elected as a result of IRV, it will be a cold day in Sheol before anyone even mentions the topic again. ---

I don’t get why people are so turned on by IRV when approval voting is better in pretty much every way. It’s extremely simple so you can explain it in a sentence or two, voting machines could easily handle it (the voting machines around here already allow for multiple votes for stuff like school board), and there’s pretty much no way to screw up your ballot. Plus it’s mathematically superior in that there is no way that a public shift towards one candidate could cause a candidate on the other end of the spectrum to get elected. IIRC IRV is the only voting system where that happens. The only drawback is that it doesn’t allow you to show a preference between acceptable candidates, but democracy is about compromise anyway, so a less-than-ideal candidate for you is probably going to be more acceptable to your opponents and you’re more likely to get useful legislation passed. Basically first-past-the-post sucks gangrenous balls, IRV sucks balls with jock itch, and approval voting merely gently tickles healthy and vigorous balls. Borda count and the Condorcet method give the balls a firm but loving tug. ---
