Okay, back to the OP’s question ;why do men stare, then look ashamed? Most heterosexual men want to see female nakedness, but it’s normally all covered up. In many everyday situations where female nakedness becomes visible, it’s not quite intentional - for example, a female colleague leans forward and loose, but otherwise modest clothing suddenly reveals more than it should. We’re not meant to gawp at that - we’re conditioned to look away. ---
