The US budget is very large, yes, but I don’t think you’re going to find any support at all for billions of dollars for boondoggle stadiums on military bases. Also: NFL teams are extremely profitable; a big chunk of the income which the individual teams control is what they get at their own stadiums (tickets, concessions, etc.; the TV contract money is split evenly across the teams). No NFL owner will willingly give control of any of that up. ---
