Many of these accusations are damned-if-you-do-damned-if-you-don’t scenarios. If you spend a month entertaining bids and closely supervising projects, then you 1) initiate the anti-cholera measures after everyone died and 2) quadruple the cost of management and administration. But if you rush the funds out as quickly as possible, you’re criticized for insufficient planning and supervision.
If you pay $100k salaries to executives, you wind up with people who aren’t used to managing billion-dollar projects. If you pay $1 million salaries, you are accused of overpaying.
In a world full of imperfection, the Red Cross could do a lot worse.
