There was [a big to-do](http://www.mcall.com/news/local/all-b1_1condomaug02.story?coll=all-newslocal-hed) after a thirteen-year old in Pennsylvania was given a condom by an AIDS-awareness worker. Particularly alarmed is Commissioner Tom Gerhard:
