I also seem to remember something similar, but digging through my many bookshelves to try to find my dead-tree copy is a daunting task for so small an ask. Easier organization is big like of mine when it comes to my e-book addiction!
But if we take Juan’s feelings as a teen in the flashbacks as any sort of indication, most non-citizens and pre-citizens felt that the whole thing was largely bunk, no different than many of my fellow students in Civics and Government as a pre-teen in middle school. I suspect people like Rico’s dad though, people with money, influence, who were paying a lot of taxes felt more strongly about it, but not enough to want to serve. They’d have been the sort to fund an eventual resistance against the system, which, admittedly, would have been rough considering the system has all the guns, training, and orbital platforms.
But yes, assuming humans win the battle with the bugs, and the skinnies stay subdued (and that’s another digression!) I suspect some sort of civil war within a generation or two at most from the end of hostilities, or (best for the current system in our more real world version) a semi-perpetual cold war between the sides with lots of small skirmishes.
