Every time I see “French Mob” in the title, I keep picturing a French organized crime ring. But I’m not sure exactly what a French gangster would look like. Leave the gun, take the baguette.

Again: I’ve specifically said that the pharmacist did not act as a pharmacist, but as a person who knew first aid.

And I have no idea if that stranger in Sweden happened to be from a different place; could be. I sure overheard quite a few Romance languages when I lived there.

The law doesn’t: the culture of which that law is merely “take what is already done and put it in writing”, does.
And Melbourne, it could be anybody who sees you and happens to have first-aid supplies. If all that was needed was antibacterial gel and a band-aid, that’s a large chunk of the female population (we also tend to carry ibuprofen and paracetamol).
