I’m pretty sure it’s by a classical composer. It appears in an episode of Ren & Stimpy: the one where Ren discovers that Stimpy’s hairballs are worth their weight in GOLD. So Ren sets up a factory to process and grade the hairballs and the music plays during the conveyor belt sequence when the factory is running at full speed. It’s not “powerhouse”: that’s been done to death in Warner Brothers cartoons. This music was also played a lot on the old television variety shows, whenever a guy is spinning lots of plates in the air. A friend told me she thinks the name of the song is the “Fire Dance” but didn’t know anything else about it. ---

Off-hand, I’m guessing you mean Khachaturian’s “Sabre Dance”. You can listen to a clip [here](http://www.bbc.co.uk/music/profiles/khachaturian.shtml) (look under the “Audio Preview” section on the right). That’s the tune I usally associate with “spinning plates”, anyway. ---
