Now, now, the Doctor uses a _police_ call box. That’s not a phone booth at all. Therefore, the answer must be that either Bill S. Preston, Esquire, or Ted ‘Theodore’ Logan gains at least one honorary doctorate during their travels. ---

Striclty speaking, the character’s name is “The Doctor”. (Well, his actual name is unknown, but that’s what he identifies himself as.) Doctor Who is just the name of the series. ---
