Just going to give some semi-personal experience here. A few years ago I took a tour of the HMS Belfast, which is anchored on the Thames, in London. The Belfast was built specifically as a flagship, and had separate bridges for the captain and the admiral. This way, the admiral could direct the fleet while the captain commands the ship.
