I believe that term refers to nerve damage that inhibits mobility. I have seen pictures of her standing on those springy things, so she actually can walk, with prosthetics. She has issues with one of her arms, but neither is it fully immobilized. That [redacted] congresscritter from North Carolina, though, he actually is paralyzed – and deservedly so, IIUC. ---
