Just out of curiosity I looked up the population of Key West: 26,444 as of April 2020. Not huge but certainly big enough for a city and too much for an unincorporated area (especially a relatively compact and well-defined one). ---

I live less than two miles from unincorporated Orangevale, California, which has a population of over 30,000. Orangevale is next to unincorporated Fair Oaks, which has a population of over 28,000. ---
