I rather liked a take David Eddings had, although I don’t know if it would be practical on a large scale. Essentially, every citizen in the kingdom was required to serve in the government if their number came up in the lottery. Before they entered government service, however, everything they owned was sold and put into the national treasury. What they got back when their terms ended depended on how well they’d governed. ---

Martin Luther King? Sure. The only arrests so far have been armed men in Alberta charged with conspiracy to commit murder, as they had guns, ammunition and body armor, and were ready to kill police. But sure - they’re just the same as Rev. King. ---
