They don’t _have_ to be vaccinated, but it is required in most (all?) states to go to school. However, in most states, it is trivial to get an exemption on religious grounds. Lots of people have taken advantage of this exemption that allows them to leave their children vulnerable to disease. When it was just a few here and there, herd immunity prevented spread. When vaccine rates get below some critical thresholds, though, you end up with an epidemic. ---
