Unless there is additional corroborating evidence, I’m skeptical. Creating skimming devices doesn’t seem like Santos’ MO which was more along the lines of embezzlement and lying. Its likely this guy saw Santos in the news and thought that maybe he could get a better deal by claiming to have info on a high profile target. ---
