I don’t think those chips can have those capabilities with any tech that’s likely to be developed in the next few decades. ---

I agree with that, especially in a form factor that actually fits inside the skull. However, I do suspect that the evil overlord wannabes must be dreaming about this kind of power and that has to be one of the motivating factors alongside continuous advertising reach, even when the customer is asleep. ---
