That picture is a lot like what Jack Chick would have done had he been into painting. I went looking for Vlad and I think I found him, but it is damn near the worst likeness of him ever. I think he is behind to the right of the Asian guy (Xi?) who is to the right in front of KJ Un, right behind Joe the President. ---

Based on the placement of Harris I’m guessing that he was mostly done painting this monstrosity when Kamala took over for Biden so he just stuck her face on a patch of relatively blank Real Estate at the last minute where so he wouldn’t have to redo anything. ---
