You can see treadmill-operated elevators in Pieter Brueghel the Elder’s painting _The Tower of Babel_. Most people don’t realize that Otis didn’t invent the elevator – he invented the elevator _brake_, which prevents the thing from falling if the cable snaps. ) ---

A Resolution is the vehicle of submission used for Constitutional Amendments, for, IIRC, treaty ratifications and for other significant issues that do not get installed in the Legal Code.
