He did it to sow doubt and distrust, because it would screw up the election equipment testing. According to the news accounts I read, as soon as he stole them he tipped off an associate as to what he had done, and she immediately started making a fuss about missing ballots and the counts being off. ---

O’Neill is apparently despised by the rest of SEAL Team Six because taking individual credit for the work of the team is Simply Not Done, and another member of the team who wrote a book about the operation flat out says he’s lying about being the one to shoot Osama. ---
