A troll on MSN’s comment section tried to make the case that these encounters at the border weren’t really arrests: because there are _so many_ illegals coming over the border, the agents are just taking names, and “trusting” that the illegals will be appearing at their hearings at the designated date. “Catch and release”, as it were.
