No, most people say, at most, “I’m not ruling it out”, and often “I look forward to serving the people in whatever capacity they choose for me”, or “I intend to make a bigger difference in the world”, or the like that actually implies a run. ---

I’ll just point out that “I’m not running” and “I’m never running” are two different ideas. The first one, as you rightly point out, is really “I’m not running … (yet).”. Vance said the latter, not the former. ---
