So Annie could have got disability, but disability is (supposed to be) restricted to those who CANNOT work. She could work, and chose to do so, thus forgoing disability. And that’s somehow a virtue?

(supposed to be) is the key point of your sentence. I had thirteen various “professionals” telling me I could get disability because of my hand and general quirkiness. And more people telling me how to get disability. One such person got disability because she couldn’t stand to be in a room with more than three people!
Disability is one big scam.

My ex-wife got on disability for Agoraphobia, claiming she couldn’t be out and definitely couldn’t work in public.
But she would work at the Renaissance Festival every year and hang out at the Mall of America.

Yup, I’ve known quite a few too. My comment above was a specific example of cheating that was very close to home, but there’s no way in fuck I want to lend any credence to the Republican Propaganda that disability is only given to cheaters.
You know how it would be easy to resolve this? Put more money in the system to catch cheaters. Simply trying to reduce the overall funds only hurts everyone. It’s like denying everyone lunch because one person stole a cookie.
