Whoever thought that up in the first place should be beaten. When I heard that this was being implemented while the wreckage of the towers were still smoldering earned a huge eye roll and a hearty fuck you from me. What a completely meaningless and impotent thing to do, it made the government look like it was being run by a bunch of tools. Oh. Then came the freedom fries thing from the senate. Really? ---
