This was a no-brainer of a decision for Bush. He can’t possibly get any less popular with his opponents, and his base has been clamoring for Libby’s freedom ever since he was indicted. What downside to doing this is there for him?

Except that according to the ruling of the Supreme Court in [Burdick v. the United States,](http://caselaw.lp.findlaw.com/scripts/getcase.pl?navby=CASE&court=US&vol=236&page=79) accepting a pardon carries an implicit admission of guilt:

No prez has ever commuted a perjury case. He was a special friend to the rich and powerful. I understand a jury system is hard to run roughshod over. But for Bushie there is always a way to work around. The jury system is not able to understand the special circumstances of these people.
It appears Bush has decided to forget his legacy. Beyond salvage.
