People have - once I have known them. But when I just get asked by a stranger, it tends to be either malicious or some pathetic (and by now VERY old) attempt at humor. And I hope I was wooshed. ---

You can actually end up getting screwed over big time if you just write down someone’s insurance info and drive off hoping to resolve it with a few phone calls. As a teen (yes, very many years ago) I rear ended someone, lightly. We agreed that no damage was done, exchanged phone numbers and parted ways. I was called in by the police and chewed out for not giving my insurance information to the woman I hit. She had changed her mind. In the end I had to pay a lot of damages and the police would have probably given me a hit-and-run ticket if my Dad hadn’t been there to kick their asses straight - go Dad. While I think its silly for the police to visit every single fender-bender it is in the best interest of at least one of the parties to call them. For the OP - the woman was an ass. In case nobody has mentioned it yet. ---

No reason at all to get into any sort of discourse with the other driver or to exchange personal information with them. Also no reason at all to not involve the police, that’s why they are there and you just expose yourself by doing so. Your insurance company sounds stupid, by the way. When was the last time you were a mechanic? When was the last time a significant portion of the insurance company’s customers were mechanics? I couldn’t tell you what $600 in damages looks like compared to $400. I can tell you the difference between “a couple hundred” in damages and “over a thousand” but that doesn’t really help. ---
