Not until they fell really. Perhaps because they were too modern and the Empire State building had a firm grip as a New York icon due to its grand style. Most everyone thought the towers as being too bland in style and just tall office style buildings until they were attacked. Yes they were there as a big part of the skyline but didn’t dominant culturally. Now of course the are considered sacred.
