I’ll just note that anyone with a margin account can just create cash out of thin air. But really, any sufficiently large organization is going to be operating on a system of reconciliation. You target an operating cost, and then adjust budget/prices/tax rates/etc. in the next quarter to account for overages and underages across all the arms and tendrils of the group, as the numbers get reported up. If the whole group accidentally sent out a few more dollars than it had, it just runs on a deficit that month and makes up for it in the next. ---
