Hmm… imagine tiny little cameras with tiny little transmitters  
Attach the cameras to birds that will migrate over enemy territory, sending thousands of pictures to sensitive satellites for collection and downloading.

A pigeon I might believe, especially one of the stool variety. I think storks are only used for diaper distribution.
