Because what Reid is doing in this case is enforcing cloture not circumventing it. the nuclear option was Senate Republicans threatening to ignore the filubuster and circumvent the cloture requirement. This bill got cloture, republicans tried to back door filubuster it and Reid just got sick of the latest in a line of Republican douchebaggery.
