NYC "police blindfold bill"

My reading of it is that police can chase leads that include descriptions [of race, gender, age, etc.] but cannot stop and frisk people based solely on those descriptions. If I report to the police I was mugged by a black male, that does not give them license to stop and frisk every black male they come across.

“Officer, I was just mugged by a black male!”
“Was he more than three feet tall?”
“Uh, yeah.”
“Got it.”
