Thats only 2500 persons out of an estimated 5 million illegals who fall into this category. [LINK](http://dailycaller.com/2016/06/14/deportations-of-visa-overstayers-have-fallen-80-percent-on-obamas-watch/) This is down 80% since 2009.

So a person can just come to the US on say a tourist visa and just stay as long as they like.

That’s pretty impressive considering he’s President and has other things to do. Where _does_ he find the time?

I hate to drag facts into floor remarks by a U.S. Representative, but if Homeland Security is so damned important,[why won’t Congress appropiate what they’re asked for?](https://www.fas.org/sgp/crs/homesec/R44053.pdf)

> [@](#):
>
> The Administration requested $41.4 billion in adjusted net discretionary budget authority for DHS for FY2016, as part of an overall budget that the Office of Management and Budget estimates to be $64.8 billion (including fees, trust funds, and other funding that is not annually appropriated or does not score against discretionary budget limits). The request amounted to a $1.7 billion, or 4.4%, increase from the $39.7 billion enacted for FY2015 through the Department of Homeland Security Appropriations Act, 2015 (P.L. 114-4).

> [@](#):
>
> On June 18, 2015, the Senate Committee on Appropriations reported out S. 1619, accompanied by S.Rept. 114-68. S. 1619 included $40.2 billion in adjusted net discretionary budget authority for FY2016. This was $1.2 billion (2.9%) below the level requested by the Administration, but over $0.5 billion (1.4%) above the enacted level for FY2015.

> [@](#):
>
> On July 14, 2015, the House Committee on Appropriations reported out H.R. 3128, accompanied by H.Rept. 114-215. H.R. 3128 included $39.3 billion in adjusted net discretionary budget authority for FY2016. This was almost $2.1 billion (5.0%) below the level requested by the Administration, and $337 million (0.8%) below the FY2015 enacted level. While the House reported bill included the Administration-requested level for disaster relief funding, overseas contingency operations funding for the Coast Guard covered by BCA adjustments was provided in the House-passed Department of Defense appropriations act as a transfer from the Navy— therefore it is not included in the total funding in this bill for DHS.

Okay, so the department didn’t get what they asked for, but at least some obligations were shifted to other departments, right? Well, not exactly.

> [@](#):
>
> On December 18, 2015, the President signed into law P.L. 114-113, the Consolidated Appropriations Act, 2016, Division F of which was the Department of Homeland Security Appropriations Act, 2016. The act included almost $41.0 billion in adjusted net discretionary budget authority for DHS for FY2016, almost $1.3 billion more than was provided for FY2015, and $443 million less than was requested. The enacted bill included the requested overseas contingency operations and disaster relief funding as well.

Emphasis mine.

It works out to less than seven a day. Obama can get that done before lunch and still have all afternoon to devote to his primary mission of fighting space robots.

Simple fact is that Obama doesn’t want to go after illegal immigrants just like he doesn’t want to go after marijuana users. I think that his blanket policy of non-enforcement in these two areas are in principal a violation of the Take Care Clause and Congress has three options

1. Impeach him for it
2. Pass laws requiring him to deport illegal immigrants i.e. take away the ability to use his discretion that THEY gave him.
3. STFU and not bitch about it. Like I said in #2, they gave him the power\* to decide what cases to pursue.
\*Technically the Legislative Branch gave the Executive Branch. I don’t want to imply it happened during Obama’s administration by this session.

You don’t need to run when you’re going to declare martial law and cancel the election.

Bullshit. Jokes aside, the President does not deport people. It’s a job that’s performed by federal employees. And the problem is that Congress, with its Republican majority. doesn’t want to appropriate money to pay for those federal employees.

That’s fine. It’s a policy decision on how much government services we want. But the Republicans don’t get to decide they don’t want to pay for government services and then complain that it’s the President’s fault when those services don’t occur.

Did I ever say he did? He directed the INS to not enforce the immigration laws as strictly than they did before but nothing I said implied Obama personally gives them a box lunch and puts them on the bus to Mexico.

They’re not immigrants. These are people here on some form of visa. That means they came here legally and stayed past the limits of their visa.

How do you propose that such visitors be tracked? As far as I know, there’s no sort of tracking chip that can be used to track over-stayers.

My mistake. When you suggested they “Impeach _him_ for it” I thought you were talking about Obama. Who were you suggesting they impeach?

As I said above, Congress chose to limit the resources the Executive department has to work with. So the President has to establish priorities. Obama decided that tourists who’ve stayed past the end of their visa are not as high a priority as terrorists and drug smugglers. In my opinion, he made the right decision.

Ideally, the federal government would have the resources to go after all the people who break a federal law. But the Republicans in Congress have decided otherwise so we have to live with this situation.

Yes, the official line is that they have focused efforts on criminals. Apparently that has to do with getting greater local/state cooperation not just a budget issue.

> [@](#):
>
> The Department’s clearer and more refined civil immigration enforcement priorities, which ICE began implementing in FY 2015, placed increased emphasis and focus on the removal of convicted felons and other public safety threats over non-criminals. To further build on the prioritization of convicted criminals and enlist the support of the many state and local jurisdictions that were not cooperating with ICE, DHS ended Secure Communities and replaced it with the Priority Enforcement Program (PEP). With the implementation of PEP, which became fully operational in July 2015, ICE has engaged in expansive efforts to encourage state and local law enforcement partners to collaborate with ICE to ensure the transfer and removal of serious public safety threats.

According to their numbers, 31% of 369,221 removals in 2008 were convicted criminals and 59% of 235,413 removals in 2015 were. So that means the number of criminals removed rose from 114,458 to 138,893. (Includes removals at or near border crossings)
