My point was that the new Libya does not seem to be acting in a manner consistent with a “friendly, democratic, secular regime.” If the Vatican is not acting in such a way either, it would not seem to contradict me, since by your own admission, the Vatican is not friendly + democratic + secular. As far as I know, only UNESCO has recognized a Palestinian state. The Palestinians abandoned the official statehood push (for now) when they discovered it would be voted down by the Security Council - without any use of the US veto. Thus, its pursuit would not have resulted in a symbolic victory for them.
