Don’t really see that as a valid example of what **Senegoid** ’s challenge was. If he’d doubled down on GITMO and expanded it, THAT would be doing something “substantially different from what he said he would do all along.” Getting stymied by a recalcitrant and uncooperative Congress isn’t. ---
