Offering ride to minor = "Luring"? (legally)

According to this article, they’ve arrested and charged someone.

I’ve been approached by bad people in cars, and also by well-meaning ones (fewer). The well-meaning one was, I was walking to work, to the bus stop, in the pouring rain, no umbrella. Summertime. A woman pulled over to offer me a ride, which I accepted with thanks.

If a male driver were to BACK UP to talk to me… no thanks. Maybe that, or something else set the girl’s alarm bells. The OP’s description, the girl didn’t just walk away, she ran.

If I were driving and it was sleeting horribly, and I saw anyone trudging, especially in thin clothing or no jacket, I might offer them a lift or take other action. If I really thought they might get hypothermia.
