Stripes going across the front of his head all the way down to thecere indicates youth, I believe.
Blue cere definitely indicates male.
You have yourself a yearling male, I suspect.
Do post flyers in vet offices and the like. Some folks never really give up on flyaways.

I wanted to name my small green bird “Zigafoo”, but he only answers to “George” and “Snotlocker”. See if he likes any of those

I was gonna offer some husbandry advice, but Mangetout beat me to it.
Younger than that, possibly; I believe that in most varieties, the head stripes recede to about in line with the eyes well within the first year.
