Probably the monks. Most Catholic Churches, rectories, etc., are locally owned by the diocese, the religious order, etc. ---

In Atlanta the “Welcome All” or “Everyone Welcome” signs are typically a signal that they _aren’t_ that kind of church, but I guess it might vary from place to place. ---
