I couldn’t tell from the story whether he’s supposed to have done it on purpose, or by accident (that is, pissed himself while drunk messily enough to have gotten it on the person in the next seat, or something of that sort.) While either case is both oh _yuck_ and the clothes need to be cleaned, it does seem to make some difference, including probably in whether he should or could be arrested. ---

The article also said he went “on the run” for a while before being arrested. I think we can infer from that something egregious while extremely drunk, rather than just a little accident. ---

I don’t know who the victim was but she probably wasn’t as high-status. So they encouraged them to settle it between themselves (much as parents might encourage two feuding children to resolve a spat between themselves) and thought that they could avoid the embarrassment of having a passenger arrested at landing. ---
