HurricaneDitka demonstrates that he does not have a clue about how the straw man fallacy works or a troll:

So I said that, regarding emergency declarations: … “The point stands, there are many ways to fund and get a congress that will not do much by enforcing compliance about current rules or some tweaks to enhance them.” Like when Obama declared an emergency about swine flu in 2009.

Then Ditka comes with:

> [@If declaring national emergencies becomes a thing, what kinds of NEs could the democrats do](https://boards.straightdope.com/t/if-declaring-national-emergencies-becomes-a-thing-what-kinds-of-nes-could-the-democrats-do/829664/28):

> No, there aren’t. If you think otherwise, I invite you to cite the relevant section of code. If not, you’ve got yourself a nice fact-free assertion here, which we can all safely ignore.

> No such thing in this case.

Ditka is stuck looking only at the construction funding rules as if that was the only source of where money could come in an emergency, as the flu case showed, that is not the case.

So he shows how stuck he is:

> [@If declaring national emergencies becomes a thing, what kinds of NEs could the democrats do](https://boards.straightdope.com/t/if-declaring-national-emergencies-becomes-a-thing-what-kinds-of-nes-could-the-democrats-do/829664/30):

> And it’s not a straw man. I’m not the one inventing arguments about banning guns or shutting down manufacturers / FFLs. That was **Bryan Ekers** and **jasg** (if I understood him correctly), with perhaps some vague delusional assistance from Nancy:

Only that yes, I did not invent or said that, HD is either stupid for not knowing also that “A straw man is a form of argument and an informal fallacy based on giving the impression of refuting an opponent’s argument, while actually refuting an argument that was not presented by that opponent.” Or, that he is a troll.
