According to the news story I read, they realized the shape when the structure was built, but didn’t worry about it because nobody would be looking at it from above. Wait 40 years, add satellite imagery, and we have a problem.
Seems to me the solution is to build covered walkways between the buildings. Paint these the same shade as the roofs and you’re good.
Surely it can’t cost $600,000 just to build a new roof in the shape of Janet Jackson’s breast, can it?

These drawings all would have been hand drawn at the time and there would not be very many reasons to include phase 1, 2, 3 and 4 in a drawing that was used to construct Phase 5 for example. At most you would include the adjacent portion of a building if it touch and intersected your current building.
Doesn’t preclude that there was a master plan done for the whole thing—that is a very likely scenario. But given that these are government buildings it is just as likely they built and designed each piece individually as needed. Master planning wasn’t done on every government building.

This sort of thing happens. We have a store that got moved when Wal-Mart expanded into our space. The new location is great, except that the loading dock is 6 feet back from the road, 8 feet in the air, and faces a busy street.

My question is this: How often does Google Earth update its satellite photos? Even if the $600,000 can change the building’s appearance, the photo on Google Earth might hang around for a while.
What they’re not telling everybody is that they’re actually spending the $600K to bribe Google into photoshopping the pictures so the building no longer looks like a swastika.
