I had Opera set up on my PC so that each window would open with a tab at the top, so I could have multiple windows open. I had to reimage the PC and reinstall Opera, and I can’t figure out how the heck I had this set up before. Can anyone give me a hand?

You mean at the top instead of the bottom? Right-click on the bar that the tabs are showing up in, and select “top” from the pop-up list.

If you’re not getting the tabs at all, there is an option in the menu File / Preferences / Windows for “Open pages in new window”. If that is unchecked you get new windows tabbed within the main window. I also check “Always maximize new windows” on the same screen so the new windows don’t float in the larger pane.
