It looks like it’s not that hard to get in. They just want a record of all entrants. Maybe the entire party should have come through the fornt gate in the first place… ---

I’m sure that Roy and Durkon would have followed the rules, had they known about them. I mean, most cities DON’T require visitors to register. Hell, maybe this is the only city on that world to require visitors to check in. None of the other cities in that world seem to require it. But as the lawful PCs, those two would comply. Of course Belkar and Haley probably wouldn’t be bothered by the rules. Belkar because he makes a point of never obeying rules if he can help it, and Haley because she’s sneaky. Elan is too stupid to understand rules, and V would probably ignore such a rule as being not worth his/her notice. ---

Again, there are some weird inconsistencies that come with a universe that allows resurrection spells. Assuming you have buddies who can afford a somewhat pricey diamond, then a death sentence would actually be preferable to a life imprisonment. Inconvenient and painful, sure, and you probably lose a level or two, but you’d be out of jail quicker than Lindsay Lohan. Speaking of which – the high priest of the Empire of Blood is irritated at Nale because Nale killed his family. Given that you’re a high priest (presumably a well-paying profession) who’s almost certainly high enough level to perform resurrection spells, how is this in any way a tragic back story? Isn’t “You killed my family!” pretty much comparable to “You dented the fender on my BMW!” in terms of annoyance in the OOTS universe? ---

If someone like Nale wanted someone dead (note: As opposed to wanting them to die, which is not the same thing), then he would take measures to ensure that they stay dead. If Malkir is 16th level or lower, then sufficient scattering of the remains would be enough, and even if he’s capable of casting True Resurrection, there are still soul-binding magics and the like that will prevent even that.
