But to be ticketed for a moving violation, the cop has to see you doing it. Parking the car on the wrong side implies that you must have driven there to do it, but you can’t be ticketed for a moving violation based on the position of a parked car (AFAIK). That’s why this is a parking violation in many states.
I may be wrong in this, but I don’t think the UK has a significant number of accidents caused by parking the ‘wrong’ way in the street. I certainly never heard of one the 40 years I lived there.
I just found this thread because I got a $30 ticket on a quiet street. So that’s one cop, and this thread probably has several more.

Yes, but there’s generally no incentive to do those things in front of oncoming traffic. Whereas if you’ve been hunting for a parking place in the city, and then spy one on the left side of the two-way street, you might be tempted to swing over there and grab it, before the guy coming the other way can get in there.
Yeah, but zombywoof said “I think it’s simply because it means you necessarily cross the oncoming traffic lane head-on while both parking and leaving.” (emphasis mine). Turning left, a 3-point turn, or a U-turn might all require that you cross the oncoming traffic lane but none of them require you to do it head-on, let alone do it head-on twice.
