If you are applying for a first-time passport or if your expired passport was issued more than 15 years ago, you can’t just mail the forms in. You have to apply in person at a Passport Acceptance Facility, which includes many U.S. post offices, clerks of court, public libraries, and local government offices that will accept passport applications on behalf of the Department of State.
