If they’re trying to reduce accidents by identifying drinkers, this question sets the applicant up to fail. If they answer True - that they have not driven after drinking - they admit that they drink. But there are two ways to answer False - either they drive after drinking or they don’t drink.

If you don’t drink, there is no such time as “after [you]'ve been drinking,” so you’ve never driven during it.

I drink occasionally, but I don’t drive

I think the more fundamental problem with that question is that nobody will admit to drinking and driving.

You don’t think so? Few people will admit to driving drunk (self-styled rebels might, or people who figured that it’s ok because no one got hurt, or very naïve people) but if it’s phrased like that I can easily see people admitting to driving buzzed, or saying “yes” because the question doesn’t make that distinction.
