I am leaning toward some sort of Imperial installation on a coastal island. A school, a hospital, a District Commissioner, traders coming and going, that sort of thing. Sort of Deep Space Nine.
But i am still looking for some characters.
You mean character types, or alternate history versions of real-life people?
Since it’s 2025—and a bit after the initial point of divergence—I’m assuming the former, unless analogues of real-life people are acceptable. William Walker comes to mind, although he actually died in 1860, so that might be a little unusable. Ferdinand de Lesseps, on the other hand, would never have gotten his chance to try and build the Panama Canal. Maybe someone could try to start it up, with possibly similar horrific failures?
Well Panama is presumably part of the general Latin American Empire Sterling mentions only in passing. I think he mentions a “Colonel of the month” governing.
But a trader or a filbusterer like Walker might be fun.
