Mark Heap would be interesting. Though maybe he’d be better as a villain.
You need someone with energy and charisma. That, surprisingly, narrows your options down by quite a margin. Who has Chris Chibnall worked with before that might fit that mould? Broadchurch isn’t exactly brimming with energy, and there are too many Doctor Who alums in it already. Though Lenny Henry is in it this year apparently.
Ben Daniels from Law and Order UK (and Rogue One) is an underrated actor I think, but he’s not really done any comedy to speak of.

I totally agree… I was a total fanatic for all the new Doctors… Capaldi started, and I hated it and him. Which surprised me since I liked him in The Thick of It, and even in a couple of Vicar of Dibley episodes. I miss fandom too!
Idris Elba would do a fine job but we don’t want him become like Morgan Freeman, and appear in everything under the sun. Every thing under the sun.

I gave up on Doctor Who after Capaldi started. It wasn’t entirely his fault. I’d gotten more and more frustrated by Steven Moffat’s convoluted story arcs that rarely answered the plot questions he raised.
You can only leave me scratching my head and asking “WTF did I just watch?” So many times. I eventually reach a point where I don’t care enough to watch at all.
I may try a few episodes after Chris Chibnall takes over. It depends on who they cast as the new Doctor. I’m not wasting time if they resort to pathetic tricks like gimmick casting.

The 12-regen limit is actually from the old series. I don’t recall it ever being brought up as an issue in NuWho, so I think they’re ignoring it.
I’d love to see Stephen Fry as the Doctor. If Lucifer were to (satan forbid) get cancelled, Tom Ellis (who appeared in The Last of the Timelords) would crush it. Also, James D’Arcy, who was Jarvis in the Agent Carter series, as well as a scary psycho in Broadchurch, and Hugh Dancy from Hannibal.

Capaldi’s been great, and I’m sad to see him go, but overjoyed that Moffat is (finally) moving on. The problem recently has never been the acting. The synchronized timing stinks, though. I wish I could have seen Capaldi with a new writing team.
