Do they tend to roost facing in the same direction? A flash or strobe on the front dash that only fires every 2 or 3 minutes might be enough to annoy or scare them and should be a minimal power drain assuming you have a healthy battery. As a side note, typical battery life is around 5 years if it’s std equipment.
Even if they face the other direction, since I assume this is at night, it might still work. If your car faces apts, it still might not be an issue if you’re pointing it straight up. Worst case, you only need to have it around dusk when they roost, so you could put it on a timer.
Another idea is a half-tarp. If you get periods of high winds, which I suppose is a stupid question, over time this will damage your paint, but it should take a while and it doesn’t have to be localized.
Get some neodymium magnets. United Nuclear has N4 grade for a good price. Get the thinnest ones with the most surface area. I think those are 1/8 x 1" or around there.
These are very strong and if you happen to drop one on a flat metal surface, good luck prying it off. You can do it but you’ll be bitching.
Cut up a tarp to just cover the hood and drap over the front. Get enough of the magnets so you can space them out about every 2 ft or so, maybe 1 ft on the front and sides. It should be pretty secure and fairly convenient to deploy.
edit: the implication is that you sew the magnets into the tarp or afix them using some other method.
edit2: neo magnets are sintered so they’re a little on the fragile side. Being inside the tarp should be enough of a buffer but you shouldn’t go slinging it around.
Park in a visitor spot down the line anyway. If he complains, tell him the bird droppings are going to ruin the finish on your car. Ask him to switch your parking space. Keep parking in the visitor spaces.

Your Daisy Red Rider won’t be up to the task. You’ll want something capable of 800 to 1,000fps, and shoots pellets.
Snipers call this method a loophole. You don’t have to be as dramatic, but pull the curtains, and come back into the apt as far as you can. The curtains only have to be open an inch or less, and you shoot through there.
Please make sure of your backstop. If it’s a open field, or the side of Jiffy Lube, game on.
You won’t have to kill them all. One or two dropping will make the others head for a safer location.
I don’t think shooting them is a viable solution, there are LOTS of pigeons out there. Try the owl. But don’t mess around near the power lines in any way.
Why wouldn’t you just park in the visitor spots? There’s no legal requirement to keep them clear. Residents being able to park is way more important. Unless there’s some weird clause in your lease about the principal renter NOT parking in those spots, he can’t stop you from doing so.
